Veto Unbalanced Budgets

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated….

If I am elected president, getting our fiscal house in order will be one of my highest priorities. We cannot continue to kick this problem down the road. We need to get it under control now.

For this reason, I pledge that I will veto any budget bill comes across my desk that does not balance the budget, or establish a clear path toward balancing within four years. Period.

I will also veto any bill that would raise the statutory debt ceiling any higher than it is on the day I take office (unless required by national emergency or war), and any budget that would exceed the current limit at that time.

And finally, I will veto any budget bill that does not set spending at an amount at least ten percent less than projected revenue, or establish a clear path toward doing so within four years, and direct all surplus funds to paying down the national debt.
